Filed by Republican state Senator Joe Gruters, the legislation would allow registered medical marijuana patients aged 21 and older to grow up to two plants at home with a cultivation certificate from the Florida Department of Agriculture and Consumer Services.

Gruters argues that this measure gives patients more control, stating, “If you have an ID card, why should we not allow that?” However, critics say the bill’s two-plant limit is insufficient for most patients. Chris Cano of NORML highlighted the inadequacy for households with multiple patients, while activist Steve DeAngelo noted that agricultural realities make the limit impractical.

Public opinion strongly supports home cultivation, with 81% of cannabis consumers favoring the right to grow their own marijuana. However, opponents fear it could fuel illegal markets or pose risks to children.
